Hitler's reasoning is well-documented in his various biographies,
drawing from the diaries of the participants in his conferences (Halder,
Goebbels, etc).

In summary, it ran about like this:

1. The US is in effect an enemy of Germany (US warships shooting at
German U-boats while escorting Allied convoys, US occupation of Iceland,
US "neutrality zone" covering half the Atlantic, various belligerent
statements by FDR, US rearmament, lend-lease, etc).

2. The US will probably declare war on Germany some time in the future -
which is in fact exactly what Marshall and King were planning for
mid-42, even though FDR himself seems to have considered doing what he
was telling his electorate, i.e. "everything short of war".

3. Therefore, better take the advantage of the opportunity to strike a
blow before the Americans are fully ready for war.

4. Besides, real great powers declare wars. Decadent wimps are the ones
who are being declared war upon. This last argument being more important
to Hitler than its outright silliness would make one think.
